Based on the Law "On Communication" "THE RULES OF ORGANIZATION AND MAINTANENCE OF WORK ON MANDATORY CONFORMITY ASSESSMENT OF COMMUNICATION MEANS" were adopted (Decree of the Government of the RF 214 dd. 13.04.2005).

Certificate of conformity for communication device
Communication facilities used in technological communication networks and special-purpose communication networks are subject to mandatory certification in terms of their connection to the public communication network.
The list of communication devices subject to mandatory certification was approved by the Decree of the Government of the Russian Federation of June 25, 2009 No. 532 "On approval of the list of communication devices subject to mandatory certification."
In case of mandatory certification, the applicant can be a seller, a manufacturer, or a legal entity or an individual entrepreneur registered in accordance with the legislation of the Russian Federation on its territory, ensuring, on the basis of an agreement with the manufacturer, the compliance of the supplied communication means with the established requirements.
Communication equipment is certified by accredited certification bodies with the participation of accredited testing laboratories (centers).
Certification schemes
Scheme 1
It is used for certification of communication facilities at the request of the seller and provides for certification tests of samples taken from the seller and inspection checks of certified communication facilities during the validity period of the certificate of conformity. The certificate of conformity is issued for a period of 1 year

It is used for certification of communication facilities at the request of the manufacturer and provides for certification tests of samples taken from the manufacturer and inspection checks of certified communication facilities during the validity period of the certificate of conformity. The certificate of conformity is issued for a period of 1 year
Scheme 3
It is used for certification of communication facilities at the request of the manufacturer and provides for certification tests of samples taken from the manufacturer and verification of the manufacturer's ability to issue communication facilities that meet the established requirements during the validity period of the certificate of conformity. Inspection checks of certified communication facilities are carried out during the entire validity period of the certificate of conformity. The certificate of conformity is issued for a period of 3 years
Scheme 4
It is used for certification of a batch of manufactured communications equipment at the request of a manufacturer or seller and provides for certification tests of samples taken from this batch. The certificate of conformity is drawn up with an indication of the identification signs of the communication means included in the submitted batch, and is issued for a period of 3 years
Mandatory certification of a communication device must be carried out within 3 months from the date of the conclusion of an agreement on carrying out work on mandatory certification. When carrying out certification of complex communication equipment, the period can be increased to 6 months.
Declaration of conformity for communication device
Communication devices not included in the list of communication facilities subject to mandatory certification are subject to declaration of conformity.
Basically, these are subscriber equipment - phones, tablets, laptops, routers, control and monitoring modules and other devices with built-in communication modules.

The declaration of conformity is drawn up in accordance with the Order of the Ministry of Communications and Mass Media of the Russian Federation dated July 29, 2015 No. 288 "On approval of the form of the declaration of conformity of communications equipment"
When declaring the conformity of communication devices, the applicant may be registered in accordance with the legislation of the Russian Federation on its territory, a legal entity or an individual entrepreneur who is a manufacturer or who, on the basis of an agreement with the manufacturer, ensure that the supplied communication facilities comply with the established requirements.
Declaration of conformity is carried out by the applicant's acceptance of a declaration of conformity based on his own evidence and evidence obtained with the participation of an accredited testing laboratory (center).
As own evidence, the applicant uses technical documentation, the results of own research (tests) and measurements and other documents that serve as a motivated basis for confirming the compliance of communication devices with the established requirements. The applicant also includes in the evidentiary materials protocols of research (tests) and measurements carried out in an accredited testing laboratory (center).
When declaring conformity applicant shall

provide the testing laboratory (center) with samples to be tested, their technical description in Russian
send 2 copies of the declaration of conformity for registration to the Federal Communications Agency
pay the state fee for the registration of the declaration of conformity
ensure compliance with the established requirements of communication devices for which there are registered declarations of conformity
put into circulation communication devices that are subject to declaration of conformity, after registration of the declaration of conformity
indicate in the passport and accompanying technical documentation for the communication device information about the registered declaration, which confirms the compliance of this communication device with the established requirements
cease to sell the communication devices if the validity of the declaration of conformity has expired or the registration of the declaration of conformity has been canceled
suspend the sale of communication devices that have a declaration of conformity, if it is revealed that the samples of these communication devices do not comply with the established requirements
keep a copy of the declaration of conformity, registered in the prescribed manner, and evidentiary materials during the period of validity of this declaration and for 3 years from the date of its expiration
In the event of liquidation, reorganization of a legal entity-declarant or termination of the certificate of state registration as an individual entrepreneur of a citizen-declarant, a declaration of conformity registered in accordance with the established procedure is valid for previously issued and marked communication devices when they are supplied (sold) during the shelf life (service ) established in accordance with the legislation of the Russian Federation.
Declaration in the Communications system is carried out for compliance with the requirements provided for by the regulatory legal systems of the federal executive body in the field of communications on the use of communications equipment, in accordance with the scope of accreditation.
Thus, if any subscriber device operates in one or more of the specified standards, then it is subject to mandatory Declaration of Conformity.
